HMEI Report on TECO and METEOREX 2008
St Petersburg, Russia, 27-29 November 2008

TECO 2008

Opening
The CIMO President, Dr John Nash, invited the WMO/WWW Director of Observations and Information Systems Department (OBS) Wenjing Zhang to make an opening address.

Dr Zhang welcomed the attendees. In his address he noted the collaboration of HMEI with WMO, and the amount of involvement of HMEI member manufacturers in the work of the WMO Expert Teams. The OBS Director also thanked the sponsors of TECO, who included HMEI members, OTT Messtechnik GmbH & Co. KG and Ernst Basler & Partner GmbH.

An address from the host country followed, made by the Deputy head of Roshydromet, Dr V. Dyaduchenko, who said that Russia was pleased to hold this event and wished the attendees an enjoyable conference and a good stay in St Petersburg. Dr Dyaduchenko also noted that the 150th anniversary of the city of St Petersburg would take place next year and hoped many attendees would come back to enjoy that celebration in St Petersburg.

WMO Award for Outstanding Service
Dr Ray Canterford, the past- President of CIMO, was given this award for his extensive contributions to CIMO and WMO. His contribution to the setting up of HMEI was also sited.

In his acceptance speech Dr Canterford noted the significant contributions that manufactures are now making in the CIMO and WMO Expert Teams.

Keynote address by Dr J Nash President of CIMO
In his keynote address Dr Nash outlined the key functions of the Instruments and Methods of Observation Programme (IMOP), and the new relationship of IMOP and its Commission (CIMO) within the new WMO structure and in the context of WIGOS, the new WMO integrated information system. The importance of standards and interoperability was emphasized. It was stated that the CIMO Intercomparisons, to help establish these, was stated as the most important activity of CIMO. HMEI's collaboration with CIMO/IMOP was noted as an essential part of this work.

Vaisala Awards Ceremony
These, as decided at the WMO Executive Council in May this year, were awarded in the ceremony at TECO 2008 in St. Petersburg. The winners are as follows:

  • Olivier Bousquet received the 21st Professor Dr Vilho Väisälä Award for an Outstanding Research Paper on Instruments and Methods of Observation on behalf of the other winners, Pierry Tabary and Jacques Parent du Châtelet, for their paper “On the value of operationally synthesized multiple-Doppler wind fields,” published in Geophysical Research Letters Vol. 34, 2007.
  • The winners of the second Professor Dr Vilho Väisälä Award for the Development and Implementation of the Instruments and Methods of Observation were Michel Leroy, Luca G. Lanza, Christophe Alexandropoulos, Willem Wauben and Luigi Stagi, for their paper, "WMO Laboratory Intercomparison of Rainfall Intensity Gauges” (2006) published as IOM Report No.84, WMO/TD No. 1304, 2006. This paper presented the results of the first international Intercomparison of a large number of rainfall intensity measuring instruments, many of which instruments were made by HMEI member companies.

HMEI Member Presentations
Some HMEI members made Presentations or had Posters on innovations/products at TECO, these include:

In addition the HMEI Executive Secretary gave a presentation on the HMEI Member Products Catalogue, item 2(19),  informing and updating the conference participants on the recent extensions of the Catalogue and its increasing value to the users of equipment in the meteorological, hydrological and environmental fields.

METEOREX 2008

Opening
Dr Zhang, from WMO's Director of Observations and Information Systems Department, gave an address in which he extensively talked about HMEI's involvement in helping with the international manufactures' presence at the exhibition. He also talked about the HMEI Member Catalogue and its usefulness in finding hydrological and meteorological equipment.

The Deputy head of Roshydromet, Dr V. Dyaduchenko also made an opening address for the exhibition. He stated that with 60 international exhibitors and 42 Russian exhibitors, this METEOREX was the largest in the history of the METEOREX exhibitions. Dr Dyaduchenko also noted that this METEOREX was notable for its inclusion of 12 Russia manufacturers of remote sensing equipment.

HMEI General Assembly November 2008
