UPCOMING INTERCOMPARISONS AND EXPERT TEAM MEETINGS

The WMO Laboratory Intercomparison of Rainfall Intensity (RI) Gauges.
CIMO has announced the participants selected to take part in this Intercomparison, due to be held in Italy, France and Netherlands during September 2004.

The HMEI nominated member companies whose instruments were selected for participation are:
  Casella CEL;
  Design Analysis Associates;
  Geonor;
  Yokogawa Denshikiki.
  Hydrological Services

In addition to the instruments from HMEI manufactures as listed above, other HMEI member companies who will have  instruments submitted by meteorological services participating in the Intercomparison are Vaisala and CAE Srl. 


The
CIMO Expert Team Meeting on Surface Techniques and Measurement Techniques - Geneva 13 - 16 October 2004.
The Executive Secretary and HMEI Administrator will not be in Geneva during this meeting. Therefore HMEI will need representation from its membership.
The A1 Expert Team Members are especially asked to consider attending this meeting. The CIMO Secretariat will be contacting the HMEI A1 ET members to invite them to attend the meeting. All Weather, Environmental Measurements, Logotronic are the current nominated HMEI A1 ET members.

Details:
This Expert Team meeting will be dealing with topics including issues on:
•  Standardization of AWS algorithms and present weather systems;
•  Industry development of state of the art instruments and automated surface observation systems;
•  Progress of urban and road meteorological measurements;
•  Future training needs and training materials.

The ET Chairman at this meeting is Dr.Jitze P.van der Meulen from the Royal Netherlands Meteorological Institute.

CANCELLATION - HMEI Members who have expressed an interest in this meeting please note: The CIMO Expert Team on Training Activities and Training Materials - 1st Session, to have been held in Geneva on 10 - 13 November 2004 has been cancelled. The meeting's agenda will be now be addressed in a reduced format as an item in the CIMO ET Meeting on Surface Techniques and Measurement Techniques in October in Geneva.

56th WMO EXECUTIVE COUNCIL  - REPORT SUMMARY

The World Meteorological Organization (WMO) Executive Council - 8th to 18th June 2004 in Geneva.
The HMEI Chairman - Ben Dieterink, the HMEI Executive Secretary and the HMEI Administrator attended as the HMEI representatives at the Executive Council. Ben Dieterink was able to attend for the first two days of the session and the HMEI Secretariat attended for the whole of the session.
 
The WMO Secretary General, Michel Jarraud, in his report to the Executive Council, acknowledged the contribution of HMEI to the progress that the Instruments and Methods of Observation Programme has made in the area of Training and Capacity Building. 

The HMEI Chairman, Mr. Dieterink, in responding to the CBS Report on the second day of the meeting, stressed the ongoing readiness of HMEI and its member companies to be involved with WMO and CBS in supporting programmes within is purview. He pointed out HMEI’s willingness to participate in increasing expertise and know-how in applying modern instrumentation and technologies for observing required parameters, with a view to mutual benefits for the worldwide user community and manufacturers.

HMEI was also acknowledged in the Instruments and Methods of Observations Report given by CIMO Acting-President, Ray Canterford. The cooperation of HMEI with CIMO was recognized especially in the areas of Intercomparisons, Training, and the issues relating to standards. The HMEI Executive Secretary, in responding to the CIMO report, confirmed HMEI’s continuing support for CIMO and its pleasure in already having had HMEI members successfully participating in ET meetings, training workshops and Intercomparisons.

The Executive Council agenda was as wide ranging as would be expected of a council covering the breath of countries, participants and interests under the WMO umbrella. However one of the most interesting presentations in the agenda was possibly the item on the Group on Earth Observations (GEO) and the Global Earth Observation System of Systems (GEOSS) with its cross cutting initiatives approach for observing the earth as a holistic global entity. WMO has been extremely active in the development of a draft framework document and the 10-year Implementation Plan for GEO.

EXPERT TEAM MEETING ON REQUIREMENTS FOR DATA FROM AUTOMATIC WEATHER STATIONS - Report Summary

The WMO CBS Expert Team on Requirements For Data From Automatic Weather Stations -3rd Session was held in Geneva on 28 June - 2 July 2004. Several HMEI members expressed interested in this meeting but were unable to attend personally. Therefore the HMEI Executive Secretary and Administrator represented the HMEI at the meeting.

Items addressed at this meeting were:
•   Definition of terms used in reference to Radiation and subsequent edit of CIMO guide.
•   Metadata – the need for a standard and for a central reference source.
•   Inclusion of station and instrument data (rarely done currently) for future and climate needs and quality control.
•  Need for algorithms of AWSs to be known (particularly for climate community)
•  Proposed Guidelines for Quality Control of Data for AWSs.
•  GEOSS update from Don Hinsman and the WMO involvement to date and its resolution at the 56th WMO Executive Council.
•   Review and approval of revisions of the CIMO table of the functional requirements of AWSs.
•   Standardization of AWS platforms and ensuring these standards allow for future goals.
•   Improved wording of CIMO Guide where the points apply to AWS issues.
•   How to manage the integration of increasing AWS stations with other observations.
•   BUFR table issues and definitions.

Hydrological Services expertise is undoubtedly in the field of hydrography and hydrology. However the company has developed a broad range of technology and expertise in the scientific instrument field. Originally the company's product range involved mainly mechanical devices, such as, The Sherlock Pressure Sensing Unit and the A.U.S.1 Strip Chart Water Level Recorder, Sediment Samplers, Columbus Weights etc. The company developed the mechanical engineering skills to design and manufacture these products such that they would be reliable, rugged yet precise and sensitive enough to meet the markets need and to withstand the harsh environments to which they would be exposed. MEMBERS' UPDATES TO THE HMEI PRODUCT CATALOGUE

The interest shown by members in regard to the catalogue and the positive feedback have been excellent. The HMEI catalogue is obviously a popular development with members and will be a strong selling point for gaining future HMEI members.

Several member companies have already updated their entries in the catalogue, with their own texts for the various entries relevant to their products complete with hyperlinks which take users to relevant pages of their own websites. Some member suggestions have also generated some beneficial adjustments to the categories defined in the catalogue. 

It is worth while visiting the catalogue from time to time to check out the developments there. Some members may wish to revise or add extra product entries, if categories are refined or new ones added. 

The HMEI Secretariat would like to invite members who have not yet submitted their own text entries, to consider doing so as soon as possible. EMS EQUIPMENT EXHIBITION

The closing date for applications may have officially ended on 30th June 2004, however there remain places for exhibitors at the European Meteorological Society exhibition and meeting, being held in Nice, France 26-30 September this year. 

HMEI members known to have booked exhibition space at EMS are: Kipp & Zonen, Modem and Vaisala.

HMEI MEMBER MEETINGS IN 2005

HMEI 'Themed' Meeting at AMS Annual Meeting in San Diego
Yale Schiffman at American Meteorological Society (AMS) has offered HMEI support at the 85th Annual Meeting of AMS to be held in San Diego January next year. This offer follows on the "good turn out in Seattle" which Yale notes that HMEI had at its General Assembly at the 2004 AMS meeting in Seattle.
Yale's offer is for HMEI to have a display
at the AMS Resource Center, in order to promote HMEI to AMS members and exhibitors.
Also Yale has offered HMEI a room for a HMEI meeting, which is scheduled for the first Monday of the exhibition, and he has offered to promote the meeting in the AMS Bulletin, AMS web page and to AMS exhibitors. 
This support has been offered, very generously, at no cost to HMEI. HMEI only needs to supply a write-up of the meeting's proposed content and the HMEI logo for AMS to promote the HMEI participation in the
85th Annual Meeting of AMS.
HMEI has been very happy to accept this offer. The Secretariat would "man" the HMEI display at the resource center, provided HMEI's finances are sufficient for the airfare and accommodation costs.

The HMEI members meeting at the AMS in 2005 would not be the main General Assembly of the HMEI for 2005 as this will be held in Bucharest at the METEOREX 2005. The AMS HMEI meeting will be a general meeting of HMEI members that will cover any topics members wish to bring forward for discussion and possible inclusion in the subsequent HMEI General Assembly. However the meeting will also be a themed meeting which will be presenting discussion on the theme. The theme will be related to the GEOSS ideas that where presented at the 2004 Executive Council of the WMO. Although this issue is being presented as somewhat novel in the Meteorological community, HMEI believes that the private sector has already grasped the possibilities of an inclusive approach to weather, environment, climate, agrometeorology, oceans, hydrology, bio-diversity and so forth, and many HMEI member companies already work across different categories when and as possible. Therefore the private sector has much to offer the discussion on the GEOSS and would like to bring this to the fore at the AMS HMEI meeting. 

The next General Assembly for the HMEI
As previously reported, this is to be held during CIMO Technical Conference and METEOREX-2005 in Bucharest, Romania in May 2005. In this way the General Assembly could be attended more easily by European HMEI members. As there will also be a meeting of members at in the USA at the AMS in January 2005 as noted above, any members of HMEI who will be attending the AMS but not METEROEX-2005, will have an opportunity to address issues that they wish to be included in the General Assembly agenda ahead of time and put the issues to a meeting of members.
The organizing committee of METEREX-2005 has been set up and the exhibition venue has been selected. HMEI has supplied contact details of all HMEI members to the organizing committee, who will be contacting manufacturers directly, in the next few months, probably September, regarding registration details and exhibiting costs. 
The Director of World Weather Watch, Dieter Schiessl, has recently visited the exhibition venue and commented that it appears to be a favorable one both in size and location. There are up to three co-located exhibition halls available, according to demand. The costs are expected to be very reasonable, possibly lower than at Bucharest. Hotel accommodation is reported to be excellent as two major hotels are located nearby.

CASELLA CEL - Creating Links to HMEI

Casella CEL's newsletter, Casella MET News, which is mailed out to their worldwide distributors, WMO directors and other relevant contacts, includes in its Summer 2004 edition, a front page feature noting that they have joined HMEI. This concise and well worded item benefits both Casella and HMEI. This is a nice example of cross referencing which HMEI would very much like other member companies to consider doing if they put out newsletters or such like publications.
