Report - 2nd GRUAN Implementation-Coordination Meeting (ICM-2), Payerne, Switzerland, 2-4 March 2010
This was held at the MeteoSwiss GRUAN site in Payerne, Switzerland, Bruce Sumner the HMEI Executive Secretary was directly invited and represented HMEI at the meeting and made the following report.

Meeting Opening
Opened at 8.30am by G. Müller, Deputy Director of MeteoSwiss. He welcomed delegates for this important meeting and wished them a fruitful meeting.

Session 1 – Update of Progress since ICM-1

  • Peter Thorne spoke on the GRUAN Implementation Plan. He advised that the Implementation Plan is a 4 year plan, that can be modified and changed as necessary, but these changes need to be well documented. It is also necessary to follow this plan during development.
  • Holger Vömel discussed the current progress of GRUAN, and noted that there are currently no reference instruments to measure the parameters to the level of accuracy required by GRUAN.
  • Another important component is developing the GRUAN data flow, including collecting, pre-processing, archiving and further processing to add error bars, final archiving and dissemination.
  • A GRUAN blog has been established as a discussion forum. Address is www.gruan.wordpress.com. This is an open discussion community, open to everybody.
  • The GRUAN website is a tool of static pages for GRUAN correspondence, see www.gruan.org.
  • Several Intercomparisons have been held, including LUAMI in Sept 2010 and Lapbiat 2 campaign at Sonankylä, currently underway, which includes participation of HMEI members, Vaisala, Sippican, Intermet, Graw, EEC,. and also CHF, FLASH, Cobald.

Session 2 – International Programme Perspectives

Wenjian Zhang advised that WMO is a proud co-sponsor of GCOS, and that collaboration between both WMO and GCOS is important for both communities. Dr Zhang also advised that GRUAN is now one of the Pilot Projects in WIGOS. He also strongly emphasized the importance of observations in WIGOS, and that models did not provide all the answers.

Dr Ghassem Asrar spoke on the World Climate Research Programme (WCRP), including current work and future plans. The role of high quality observations was emphasized. WRCP supports the implementation of GRUAN with respect to the long term trends in observations, research and analysis.

Johannes Stähelin spoke on the Global Atmospheric Watch (GAW) Programme. The need for long term monitoring of ozone was confirmed, with the emphasis on high quality ground-based observations being very important for long term monitoring.

Session 3 – Reference Measurements

Franz Immler spoke on guidelines for upper-air reference measurements, and that there is no “true value” of a physical quantity and that error is replaced by uncertainty. The importance of traceability of a measurement was emphasized. A GRUAN sensor should be calibrated with a traceable transfer standard. In summary, the three main issues to be considered for performing reference measurements are – SI traceability, specified uncertainty and documentation.

Session 4 – Research Issues

Report by GRUAN Analysis Team for Network Design and Operations Research (GATDNOR)
Dian Seidel spoke about the GATNDOR work plan. This is to perform focused, short-term analyses addressing specific questions of the GRUAN science and management community. The approach – questions come up and the team assesses possible research approaches, a team member takes responsibly and meets quarterly by email and provides answers back to the community.
Currently there are five research questions:

  1. Collocation of observations – how far apart can observations be to be considered to represent the same atmospheric column?
  2. Management of change – what overlap between old and new observations are needed to ensure homogenous record?
  3. Scheduling protocol – how frequently must profile measurement be made to characterize long-term changes?
  4. Quantify the value of complementary observations – how much is measurements uncertainty reduced by having redundant measurements?
  5. Network configuration – where, when and how many stations are needed to characterize long-term changes?

June Wang spoke about the value of complementary observations. She advised that the value of complementary observations were:

  1. To help identify and quantify changes
  2. To correct errors/biases in individual instruments
  3. To reduce uncertainties in Measurements.

Session 5 – Site considerations and Network Composition

Session 5.1 – Measurement needs for trend detection – Peter Thorne
This was an open discussion of the entire group, and was not limited to trend detection. There is no quantifiable evidence as to how many of each type of observations need to be performed. This needs to be defined. It was proposed that a small Task Team be established to address this issue.

Session 6 – Network protocols and communication

Michael Sommer described the various ways to contact GRUAN, including the many email mailing lists, the website, with more detailed documentation to be added, Also discussed was the dynamic system, a blog hosted by wordpress.com, and administered by the lead centre. It allows easy publishing of information. It allows everybody to comment on everything. There are many features in the blog. There were some concerns expressed about putting all information on an open site. This will be looked at.

Anna Kuhn spoke on the status of the GRUAN Guide of Operations. A draft skeleton has been developed, but many elements to be added. The Guide would be linked to the WMO Guides, and available via the WMO system. It was also advised that GRUAN needs to be incorporated into various WMO Publications, namely The Manual on the GOS, the Guide on the GOS and CIMO Guide No. 8. The possibility that some of the CIMO Guide may be made into a mandatory Manual. The chapter on ground-based remote sensing will probably need to be revised to insert the relevant GRUAN documentation.

Session 7 – Site reports

All of the GRUAN sites presented a site report, indicating current status, proposed developments, difficulties, etc. Marshall mentioned that they are planning an Intercomparison, the Marshall Site Intercomparison March 29 to April, run by Sue Wang. The Vaisala Reference Radiosonde (RRD100) will be included, as will RS-92. This is in reality a side-by-side evaluation of balloon-based water vapour sensors. The other sites made presentations about their commitment to GRUAN, and how close there current operations would need to be enhanced to meet the GRUAN requirement. Payerne mentioned that the current Radiosonde programme uses SRS-400 analog sondes, which stop at the end of 2010 and will be replaced by the digital SRS.C34 sonde.

Session 8 – Data Policy and Communications

There was considerable discussion of whether WIS could be beneficial to GRUAN. It was considered that the initial raw data from GRUAN would be of benefit to real time NWP, and that feeding the data into a real time communications system such as WIS would be useful. Also model data from NWP could be passed back to GRUAN by WIS.

Session 9 - Working Group Task Teams

Four task teams are proposed:

Task 1 - Radiosondes
Task 2 - Ground-based GPS receivers
Task 3 - Measurement (measurement schedules and associated instrument-type requirements
Task 4 - Site assessment, expansion and certification
Task 5 - Ancillary measurements

The proposed Terms of Reference were discussed for each team, and the composition of each team was also discussed. No firm decisions were made.

Session 10 – Partnerships

10.1 – GRUAN WIGOS Pilot Project
A progress report was presented. Having GRUAN as a Pilot Project has opened many doors into WMO, and will assist GRUAN to interface effectively with the WMO observation systems.

10.2 – Other partnerships
HMEI made a presentation advising how liaison between GRUAN and HMEI could benefit GRUAN. It was also proposed that HMEI experts could participate in some of the GRUAN Task Teams, in particular Task 1 and Task 2 (see Session 9 above).

Meeting Conclusion

  1. ICM-2 agreed in principle to the Guide of Uncertainty, and that it should be published.
  2. ICM-2 agreed to form task teams
  3. ICM-2 updated its yearly Work Plan

Next Meeting
The next meeting is planned for about March 2011. Proposed location was Lauder, NZ or somewhere in China.

Report - WMO-BIPM workshop on Measurement Challenges for Global Observation Systems for Climate Change Monitoring: Traceability, Stability and Uncertainty, Geneva, Switzerland, 30 March - 1 April, 2010
This workshop, was jointly hosted by the World Meteorological Organization (WMO) and the Bureau International des Poids et Mesures (BIPM), with participation of experts by invitation only. The HMEI Executive Secretary, Bruce Sumner, is on the Steering Committee of this workshop.

Two HMEI members participated in the workshop: John Petheram from Lockheed Martin in sessions B1 "Stable time-series for key GHGs and other trace species" and B2 "Remote sensing of atmospheric composition and traceability issues in spectroscopic data" and Atte Salmi from Vaisala in sessions B2 "Remote sensing of atmospheric composition and traceability issues in spectroscopic data" and C "Radiation and earth energy balance".

The HMEI Secretariat, Bruce Sumner and Christine Charstone also attended the plenary and report sessions of the workshop and made the following report. Please note that this report covers aspects of the workshop considered of relative to HMEI members and is not intended to be definitive.

the Plenary Session - 1st Day of Workshop

The Plenary session was opened with a welcome address by WMO Secretary General, Michel Jarraud.

The Prioritization of Activities item on the Programme was changed to being a general Panel Discussion of the issues overall.

This was followed by several key speaker's presentations:

WMO global observing systems for climate monitoring, by WMO Director of OBS, Wenjian Zhang see presentation here
This address introduced to the meeting the various elements and operations of the observing systems around the world which WMO supports. Dr Zhang noted the importance of good Metrology for all weather, climate and environmental measurements and the importance of this to the standards which WMO is now involved in forming with ISO.

Metrology for the long-term measurement data by Ernst D. Göbel, President of PTB (DE) and CIPM see presentation here
This presentation outlined the work of the BIPM. Particularly noted was the Key Comparison Database of national measurement standards and of calibration and measurement certificates issued by national metrology institutes, which has great importance for the quality of various climate data.

The difference between the calibrations carried out in ideal BIPM conditions and the difficulties that real world conditions bring to the  measurements used by WMO, was noted. It was expressed that these differences need to be discussed, with the hope that this workshop will be a forum for such issues.

Climate change and its impact by Jean-Pascal van Ypersele, Vice-chair of IPPC
In this presentation the importance of knowing clearly the uncertainty of climate measurements was stressed, in order to be able to make appropriate decisions for mitigation of Climate Change.

The importance of metrological traceability for climate change assessment by James G. Anderson, Philip S. Weld Professor of Atmospheric Chemistry, Harvard College (US) see presentation here
Professor Anderson's presentation looked at the critical nature of traceability to standard metrology in climate data for societal objectives, such as to inform effective decisions and actions related to climate change. He noted work by the Climate Absolute Radiance and Refractivity Observatory (CLARREO) Mission  which was one result of the National Research Council (NRC) recommendation for an Objective Global Benchmark Climate Record, the requirement for which has been driven by societal objectives.

Workshop Sessions - 2nd Day of Workshop

The sessions of the workshops were carried out on the second day and for the first half of the third day of the workshop. These technical workshops covered eight areas as listed below in the session reports section. Unfortunately a ninth session, Session E "Aerosol composition and radiative properties", which Darrel Baumgardner from Droplet Measurement Technologies, was to attend, representing HMEI, was cancelled.  (however the presentation that was to introduce Session E is available here.)

Reports From Sessions and Discussions - 3rd Day of Workshop

Session A - Climate Trends from Satellite Data - see presentation here
Some general points from this session are:

  • Satellite pre launch testing phases need to be more intensively led by instrument scientists, in addition to standard manufacturer calibration and  testing.
  • To identify climate trends there is a need for multiple satellite observations and ground based observations from as many different instruments as possible.

Session B1 - Stable Time Series for Key GHGs and Other Trace Species see presentation here
Some general points from this session's findings were:

  • WMO, BIPM, and other international agencies should produce independent data sets using different technologies to increase redundancy of measurement and improve measurement uncertainty.

Session B2 - Remote Sensing of Atmospheric Composition and Traceability Issues in Spectroscopic Data see presentation here
Some general points from this session were:

  • Recommendation that satellite measurements be validated with other satellite measurements and also ground based, aircraft and balloon based measurements.
  • Recommended that Spectroscopic reference standards should be validated against both laboratory and atmospheric reference spectra.
  • Recommendation that Benchmark spectra should be made freely available for testing and validation.

Session B1 and B2 - issues noted by John Petheram from Lockheed Martin - Space, a HMEI member attending sessions B1 and B2:

  • Issue unique to satellites - data from satellites can't be verified or calibrated on-site because of their innate remoteness (i.e. in space).
     
  • With Global Climate measurements, satellite data is usually of meteorological accuracy - not climate accuracy.
     
  • There is no long-term plan for climate data satellites to overlap. Perhaps they should do so following the example of weather satellites which do overlap.

Session B2 - issues noted by Atte Salmi from Vaisala, a HMEI member attending primarily session B2:

  • Traceability to SI is very challenging where remote measurements are concerned. In addition to satellite based measurements, ground based remote measurements should be involved in to the discussion too.
     
  • Vaisala Radiosondes and many of our surface weather instruments are calibrated against SI-units. In January 2009, Vaisala made a corporate commitment, launching a program to develop an operational reference-grade Radiosonde that could be used in GRUAN (GCOS Reference Upper-Air Network) and other applications where enhanced Radiosonde sensor performance is required. The program is being implemented in close collaboration with the meteorological research community, and the benefits will be shared equally with all countries. Vaisala has also set aside commercial gain from this program in keeping with its Corporate Social Responsibility Program.
     
  • The goal of GRUAN is to produce very precise and comprehensive atmospheric measurements for the study of climate change. It can also be used to evaluate the accuracy of other observations and to calibrate instruments. One of the tasks in GRUAN is to verify and calibrate data from other global systems such as satellites. Even though Vaisala is not in satellite based remote measurement business, through the GRUAN type of programs, we are able to give value to collaboration discussed in the WMO-BIPM workshop.

Some general points from this session were:

  • The WMO CIMO Guide should be revised and expanded to reflect current measurement techniques and proceedures in both Metrology and Meteorology.

Session D - Earth Surface (land and water) Temperature see presentation here
Some general points from this session were:

  • Recommendation that surface drifting buoy networks, for the measurement of sea surface temperature (SST) should be maintained and improved, to validate and compliment the satellite SST record
  • Recommendation that Intercomparisons between different manufacturers buoys was essential

Session F - Microwave Imagery Data in Climate and NWP see presentation here
Some general points from this session were:

  • Recommended to have best practice procedures to establish sensor to sensor consistency.

Session G - Surface Properties: albedo, land cover and ocean colour see presentation here
Some general points from this session were:

  • Not all field instrumentation is SI traceable, in-situ measurements need to be traceable and continuous.
  • Recommended Intercomparisons, which can assist with traceability.

Session H - Ocean Salinity - The Driving Force see presentation here
Some general points from this session were:

  • Conductivity salinity is not SI traceable.
  • Recommended that traceability to SI be addressed.
  • Recommended that a new density based salinity standard be developed.
  • Recommendation for new instrument and measurement procedures to obtain surface and sub-surface salinity observations.

Discussion
A discussion of the full plenary took place with a Panel of the Chairmen of the Sessions to respond to issues/question. The issues of traceability and the need for the various communities to work together was stressed.

During the WMO-BIPM Workshop, it was announced that WMO had signed a Comité International des Poids et Mesures - Mutual Recognition Arrangement (CIPM MRA) for national measurement standards and for calibration and measurement certificates issued by NMIs. The First Conference of Ministers Responsible for Meteorology in Africa, Nairobi, Kenya, 12-16 April 2010
A major result of the conference was that more than 30 African Ministers, responsible for Meteorology, adopted the historic Nairobi Declaration on 16 April in Nairobi, Kenya. More information on this and a link to the Declaration itself is available from:  http://www.wmo.int/pages/mediacentre/news/index_en.html#mra

The exhibition at this conference was 3 1/2 days held on 9am 12th April to 15 April at 3pm in the Kenyatta International Conference Centre in Nairobi .

At WMO's request HMEI assisted the local organisers with the exhibition by inviting HMEI members to attend. This meeting proved very popular for exhibitors and WMO and the local organizers have expressed their satisfaction with the aid provided by HMEI for this extremely successful exhibition.

There were 29 exhibitors, 18 of whom are HMEI members. HMEI member manufacturers there were: Baron Services; Casella; Corobor; CIMEL; Degreane Horizon; EEC; Fairmount; Graw; InterMet (Africa); Kipp & Zonen; MFI; Modem; Pawan; Sagim; Selex-Gematronik; SIAP+MICROS; Scintec; Sutron; Vaisala.

WMO also invited exhibiting HMEI manufacturers to attend the open sessions. A programme of the event is on the website: http://www.wmo.int/africaconf.

CANCELLATION - CBS/IOS Expert Team on Requirements and Implementation AWS Platforms, Geneva, Switzerland, 20-23 April 2010
Due to the much publicized volcanic ash cloud from Iceland and the subsequent chaos with flights in and out of European airspace, this meeting was cancelled.

The meeting will be reconvened on 22-25 June 2010.

Update - Regional Association V (South-West Pacific) - 15th session (XV-RA V), Bali, Indonesia, 30 April-6 May 2010
Even with the current uncertainties with flights from European airspace, WMO is planning to go ahead with this meeting.

The HMEI Secretariat is still planning to attend and to promote the Association's work and the HMEI Catalogue to attendees. EEC and Vaisala have also planned to send representatives to the RA-V meeting.

The HMEI Executive Secretary, Bruce Sumner, has worked with the local organisers to arrange a small exhibition area with eight booths at this regional meeting. The exhibition will be a 3 day event.  Of the exhibitors, 6 are HMEI members: Baron Services; EEC; MTECH Systems; Selex-Gematronik; Vaisala and WDT. The exhibition will be held from 8.30 to 18.30 on the 30th April, 1st May and 3rd May (the 2nd May is a Sunday and there will be no exhibition or conference sessions on that day).

Update - METEOREX 2010, Helsinki, Finland 31 August - 2 September 2010
METEOREX 2010 will take place during 3 days of the CIMO Technical Conference (TECO) and the first days of the Commission for Instruments and Methods of Observation (CIMO) Session XV, to be held in Wanha Satama ("Old Harbour"), which is situated within walking distance from the Helsinki city centre. Upcoming Intercomparisons

8th WMO Intercomparison of High Quality Radiosonde Systems, Yangjiang, China, 12 - 31 July 2010

The WMO report for the setup meeting for this Intercomparison was the CIMO Expert Team on Upper-Air Systems Intercomparisons and International Organizing Committee on Upper-Air Systems Intercomparisons that was held in Yangjiang, China, from 31 August to 4 September 2009 is now available on the WMO website under: http://www.wmo.int/pages/prog/www/IMOP/reports.html.

There was a special session at the 2nd GRUAN Implementation-Coordination Meeting (ICM-2), Payerne, Switzerland, 2-4 March 2010 for the setup of this Intercomparison. WMO requested that Bruce Sumner, the HMEI Executive Secretary, be the Intercomparison participating manufacturers' representative at this special session (see GRUAN meeting report earlier in this newsletter).

11th International and Regional, Pyrheliometers Intercomparisons (IPC-XI, RPCs), Davos, Switzerland, 27 September - 15 October 2010
HMEI will be the liaison with the manufacturers and will send details to members as soon as information is made available.

Arctic Intercomparison of Screens, Temperature and Humidity Sensors, Canada, 2011
A follow up Intercomparison of screens, temperature and humidity sensors is planned to be held in a cold locality, namely the Arctic, starting in the spring of 2011. Canada has volunteered to host this Intercomparison. It is expected that the participants will be the same as those in the recently finished Ghardaïa, Algeria Intercomparison.

This 26th session will be held in Scotland, United Kingdom, at the kind offer by the Scottish Association for Marine Science for hosting the session. The session will start with the Scientific and Technical Workshop, on 27 September 2010.

10th International Precipitation Conference (IPC-10), Coimbra, Portugal, 23-25 June 2010
IPC-10 will be held at the Civil Engineering Department of the University of Coimbra, Coimbra, Portugal. The objective of the 2010 Conference is to continue promoting interdisciplinary discussions of the present state of knowledge in research and applications related to precipitation, with the special theme: "Space‑time precipitation from urban scale to global change". This conference will have a technical exhibition, they particularly welcome the following fields:

  • Instrumentation and novel precipitation observing systems.

ISARS 2010 Paris, France 28-30 June 2010
Whilst the International Society of Acoustic Remote Sensing of the Atmosphere and Oceans (ISARS) 2010 has no exhibition, this event invites presentations and poster submissions.
The symposium invites instrument users and manufacturers to hold presentations as one-hour field lectures, involving live demonstrations of individual instruments.

Topics for the conference are: Ground-based remote sensing measurement techniques and instruments; Inversion, retrieval, analysis methods and observation strategies; Process studies in the atmospheric boundary layer; Remote sensing data for modelling of boundary layer and surface processes; and Operational applications of boundary layer research.

International Geoscience and Remote Sensing Society -  IGARSS 2010, Honolulu, Hawaii, 25-30 July 2010
This is the 30th anniversary of IGARSS, They will celebrate their accomplishments over three decades of leadership in remote sensing instrumentation, techniques, and applications development. An importantly aspect will be to look ahead to the future of this field with some fresh approaches and perspectives through the conference theme: Remote Sensing: Global Vision for Local Action. 2nd Marine Board Forum: Towards a European Network of Marine Observatories for Monitoring and Research, Brussels, Belgium, 16 September 2010
This one day forum will address the following questions:

  • What role do marine observatories play in the provision of long-term (decadal-scale) time series data from European seas?
  • What are the technical challenges for an effective interoperability between systems, new observational capabilities and improved data management?
  • What observatories and projects are currently in place and what are the critical gaps in coverage and measurements?
  • How can sustained funding schemes, new partnerships and innovative governing structures be designed to best support a stable observatory network?
