Annual General Meeting will be held at the 90th AMS Meeting, in Atlanta,
GA, USA, on 19 January 2010
During the 90th meeting of the AMS HMEI will hold on Annual General
Meeting at 8am to 9.30am on Tuesday,
19 January 2010 in Room B204 of the Georgia World Congress Center
Atlanta, GA, USA. This HMEI AGM will
see elections for HMEI Chairman and HMEI Vice-Chairman as well as
several Councillor positions elected.

Report -
3rd Session of the Joint WMO-IOC Technical Commission for
Oceanography and Marine Meteorology (JCOMM-III), Marrakesh,
Morocco, 4-11 November 2009
No HMEI representative attended this meeting. However the HMEI Executive
Secretary, Bruce Sumner, has a good working relationship with both the
JCOMM Co-President, Peter Dexter, and with the CIMO Secretariat Liaison
with JCOMM, Etienne Charpentier. Therefore we have had good feedback
from this meeting regarding the on-going co-operation between JCOMM and
HMEI.
As a result HMEI has received notification that the
following statement will be in the final report of the meeting:
"Cooperation with manufacturers
6.2.6 The Commission noted a recommendation from the JCOMM Pilot Project
for WIGOS to establish closer links with manufacturers. The Commission
considered the Association of Hydro-Meteorological Equipment Industry
(HMEI) could be a mechanism to represent manufacturers within the WMO
and UNESCO/IOC through JCOMM, and therefore suggested that the HMEI
could be given similar status within the UNESCO/IOC as those
non-governmental organizations that were already granted consultative
status by WMO. In the meantime, the Commission noted that for the time
being the HMEI included a very small number of marine instrument
manufacturers in its members, and requested the Secretary-General of WMO
and the Executive Secretary of UNESCO/IOC to facilitate arrangements to
ensure that the main marine meteorological and oceanographic instrument
manufacturers eventually become HMEI members. This would allow: (1)
future interaction, cooperation and collaboration of HMEI with both the
WMO and the UNESCO/IOC, including JCOMM Expert Teams and Panels; and (2)
the participation of HMEI in specific JCOMM activities such as pilot
projects, technology developments, instrument evaluations, and
Intercomparisons [see agenda item 10.2]. The Commission noted that
certain groups and panels including the DBCP had been maintaining close
collaboration with manufacturers over the years. It therefore requested
the panels and groups under OPA to look for ways for enhanced linkage
with manufacturers."

Report -
HMEI experts at Management Committee for the CHy Project on the Assessment of
the Performance of Flow Measurement Instruments & Techniques,
Geneva, Switzerland, 18-19 November, 2009
Following an invitation from WMO, HMEI sent expert
member representatives to this meeting.

Background
The Management Committee (MC) for the CHy Project on the Assessment of
the Performance of Flow Measurements and Techniques was established in
2007. The aim for the committee is to unify the determination of
uncertainty in discharge measurement. As the uncertainty includes
instrument precision, industry representatives (HMEI) were invited into
this first meeting in order to for the committee to hear industry's
opinion and on the other hand give a message to hydrological equipment
manufacturers to work on unifying how instrument accuracy is expressed.

Notes
The meeting first summarized what has been done during the past two
years.
- A survey to National Hydrological Services by J.
Fulford and S. Busaz has been conducted to find out what kind of
equipment and from which manufacturer is used in the country to
measure discharge. COMMENT: Only 14% of WMO members responded,
mainly from western countries. According to the survey, mechanical
instruments are used for over 70% of flow measurements.

It was suggested that the GUM method should be recommended by WMO in
estimating uncertainty. Until now there hasn't been one general and
widely accepted method in estimating uncertainty. It was the idea of
Climate and Water Department of the WMO to investigate and finally
propose one general method and terminology. The GUM method is widely
used and suitable for almost all uncertainty estimations. The basic
principle is that it takes into account all sources of uncertainty, for
example such as the experience level of the person conducting a
measurement. The division of uncertainty sources differs from
traditional way where sources of error are either random or systematic,
so that now the error is defined either by statistical analysis (Type A)
or other means (Type B).
The ISO representative pointed out that this method is widely used in
their standards and recommended its use. There was a general
understanding among the meeting participants that GUM is the way to
proceed with estimating uncertainty.
It was proposed that WMO should recommended national hydrological
services to let the manufacturers conduct the testing of their equipment
in each country in an independent testing company to meet the individual
national requirements. An estimation was given that such a test would
cost something around 10 000 USD. Another proposal was that the industry
should express the uncertainty of devices in a transparent and traceable
way so that the declared accuracy of any device could be used as such in
the uncertainty assessment procedure.
The vision of the CHy/WMO is to expand the uncertainty assessment
procedure (GUM) to be recommended by all the WMO branches and eventually
include the uncertainty assessment in modelling. Members of other
branches were invited to take part in the meeting to hear about the GUM
method and its applicability in all uncertainty assessment.
Representatives from Climatology, and Argrology were present at the
meeting.
It was agreed that the committee will try to produce a PC-software which
can be used to estimate uncertainty in flow measurement. The idea is to
provide an easy user interface so that everyone with basic computer
skills could use it. The software could be then used either for
comparing different measurement techniques and finding the most suitable
for one's needs before purchasing the equipment, or for estimating the
uncertainty for equipment already in use.
The message from the Management Committee towards industry was that the
manufacturers should work through HMEI in establishing a common and
general way how the uncertainty of equipment is expressed, so that one
can easily compare for example sensor accuracy from different
manufacturers. It was suggested by J. Fulford that the accuracy would be
for example expressed in the measured units over the full declared
operational range of the equipment with 95% confidence determined with a
relevant distribution.
The meeting concentrated mostly on the second day in how to proceed from
here. A working website is established and progress can be followed
there.

Report - COST ES702, Integrated Ground-based Observations of Essential
Variables for Climate and Operational Meteorology, Funchal, Madeira,
Portugal 24-26 November
This was the fourth session of this COST action. HMEI had
three members involved with this action: R. Lehtinen from Vaisala; W.
Sokolowski from Jenoptic;
and L. Sauvage from Leosphere.

Background
The general meeting of COST Action ES0702 (European Ground-Based
Observations of Essential Variables for Climate and Operational
Meteorology) was held in Funchal, Madeira, on November 24 - 26. The
agenda included national reports and progress reports since the previous
meeting in Oslo in March. The second half of the 3-day meeting was used
for parallel sessions of the four working groups. New member countries
Austria and Belgium had representatives in the meeting.

Brief meeting notes
The meeting agenda covered a wide range of topics in atmospheric
studies. Cloud physics, water vapour profiling and the planetary
boundary layer profiling were some of the topics of special interest.
One of the intended outcomes of COST 0702 will be an operational
European ceilometer network, with the development of a generic boundary
layer depth algorithm. Numerical models still have difficulties
assimilating and exploiting the boundary layer depth. Better
parameterization techniques are being developed to improve this in near
future.
New Lidars are available with more attractive pricing and with valuable
capabilities, such as Doppler and depolarization measurements. The
affordable FMCW cloud radar received a lot of interest, although
sensitivity does not quite reach that of the conventional pulsed radars.
The 8th WMO Radiosonde Intercomparison will be held in Yangjiang,
Guangdong, China in July 2010. The special target of the campaign will
be the relative humidity (RH) measurement accuracy in upper level
clouds. Radiosonde temperature measurements have been tested in the past
and observed reliable; RH performance has more uncertainty. Low
temperature RH will be observed as well, as temperatures get down to
-80C above the Yangjiang area. There will be a wide range of remote
sensing instruments, and users and manufacturers are invited to
participate with their instruments. Tim Oakley from UK Met Office is the
contact person.
The FUND program test bed of the UK Met Office will start observations
in January 2010. One area of interest is to validate the boundary layer
depth algorithms for wind profiler data. The HyMex campaign (Hydrology
studies in the Mediterranean basin) will have several observation
periods in 2011-2015. Special targets are heavy precipitation, intense
cyclones and flash flooding.
The data assimilation group had defined a list of new relevant
measurement techniques. The topics included weather radar radial winds,
GPS zenith tropospheric delay (ZTD), radiometer measurements, weather
radar reflectivity, and wind profiler winds. The impact of weather radar
winds has been inconclusive so far, but more work is being done on
improving the assimilation algorithms.
The instrumentation working group discussed ongoing work on improving
the operational quality control of wind profilers and weather radars.
The European WINPROF network now operates successfully, with bi-annual
data quality evaluations that have enhanced the performance
significantly. The Hungary MET service reported on a RASS study which
demonstrated a good agreement with Radiosonde temperature measurements.
MeteoFrance has continued a study on retrieving humidity and temperature
profiles using VHF and UHF wind profilers. The Clermont-Ferrant VHF
profiler has proven a capability for both measurements, and operational
use of the data will happen in near future.
Future plans
The meeting agreed on a number of short-term scientific missions to be
held before the next general meeting in Reading, UK, in the end of March
2010. January 15 is the deadline for abstracts for the 15th
International Symposium for the Advancement of Boundary Layer Remote
Sensing (ISARS 2010) in Paris in June 2010. The symposium invites
instrument users and manufacturers to hold presentations as one-hour
field lectures, involving live demonstrations of individual
instruments.

- CIMO Expert Team on Regional Instrument Centres, Quality
Management Systems and Commercial Instrument Initiatives (Reduced
meeting), Casablanca, Morocco, 4-5 December 2009

The session was held at the Direction de la Météorologie Nationale.
The session followed the agenda, whereas the main item of discussion
was the evaluation scheme for regional instrument centres. This
scheme should help the centres to improve the procedures of
calibration as well as the calibration equipment.
Another topic was a discussion about the recommendation for test and
calibration equipment. Theodor Friedrichs presented during this part
of the session the range of products the company can offer. Some of
these products are in operation at various Instrument centres since
many years. Special interest was shown on the Wind tunnel for
calibration of wind speed sensors. Note: the participation of
Theodor Friedrichs was appreciated by the experts and it was very
helpful for our company as well.

15th Commission for Climatology

WMO has invited HMEI representatives to attend the Commission for
Climatology meeting at Antalya, Turkey from 19 to 24 February 2010. A

The HMEI Executive Secretary has had preliminary discussions with the local organizer in Turkey
regarding having a small exhibition with this meeting. It was agreed that
this would be a good idea. It is suggested to have 5 or six booths as a
small associated exhibition. Costs, etc. have not yet been finalized.

The First Conference of Ministers Responsible for Meteorology in Africa,
Nairobi, Kenya, 12-16 April 2010
WMO has approached HMEI to assist with arranging a small exhibition
during the First Conference of Ministers Responsible for
Meteorology in Africa.
This meeting is expected to attract most African ministers involved with
meteorology. Over 40 countries are expected to attend, and the total
number of participants is expected to be about 1500 people. The meeting
will be held in the Kenyatta International Conference Centre in Nairobi.

Intercomparisons
WMO Intercomparison of Radiosondes in
China
The report of the CIMO Expert Team on Upper-Air Systems
Intercomparisons and International Organizing Committee on Upper-Air
Systems Intercomparisons that was held in Yangjiang, China, from
31 August to 4 September 2009 is now available on the WMO website under:

From the set up meeting reported above, it is now decided that the
8th WMO Intercomparison of High
Quality Radiosonde Systems will be in Yangjiang, China, 12 - 31 July
2010. The website for further information as it comes to hand is

There is a 'pre-planning' manufacturers meeting planned to be held
on 27th-28th January 2010, (to include all participants if possible).
This is expected to be held in Geneva or Exeter UK. Invitations to participants will be

11th International and Regional, Pyrheliometers Intercomparisons (IPC-XI,
RPCs), Davos, Switzerland, 27 September - 15 October 2010
This Intercomparison has now been announced. HMEI will be the main liaison
with the manufacturers and will send details to members as soon as information is
made available
Arctic Intercomparison of Screens, Temperature and Humidity Sensors,
Canada, 2011
A follow up Intercomparison of screens, temperature and humidity sensors
is planned to be held in a cold locality, namely the Arctic, starting in
the spring of 2011. Canada has volunteered to host this Intercomparison.
It is expected that the participants will be the same as those in the
recently finished Ghardaïa, Algeria Intercomparison.

Intergovernmental Meeting for the High-Level Taskforce on the
Global Framework for Climate Services, Geneva, Switzerland,
11-12 January 2010
The WMO has invited HMEI, as an observer, to attend a
follow-up meeting resulting from the World Climate Conference 3,
held in Geneva from 31 August to 4 September 2009. This will be
an Intergovernmental Meeting for the High Level Taskforce (HLT)
on the Global Framework for Climate Services (GFCS).
The HMEI Executive Secretary will attend the meeting.

2nd GRUAN Implementation-Coordination Meeting (ICM-2),
Payerne, Switzerland, 2-4 March 2010
This will be held at the MeteoSwiss GRUAN site in Payerne, Bruce Sumner
the HMEI Executive Secretary has been directly invited and will attend
to represent HMEI at the meeting.
The meeting affords an opportunity for the Working Group on Atmospheric
Reference Observations (operating under the GCOS/WCRP Atmospheric
Observation Panel for Climate), the GRUAN Lead Centre, initial GRUAN
candidate site representatives and other stakeholders to review progress
to date, highlight issues and exchange views. Meeting participants will
instigate and agree an annual short-term GRUAN work plan within the
framework of the GRUAN Implementation Plan 2009-2013 (see

WMO-BIPM workshop on Measurement Challenges for Global Observation
Systems for Climate Change Monitoring: Traceability, Stability and

Meteorological Organization (WMO) and the Bureau International des Poids et Mesures (BIPM).

ISARS 2010 Paris, France 28-30 June 2010
Whilst the International Society of Acoustic Remote Sensing of the
Atmosphere and Oceans (ISARS) 2010 has no exhibition, this event invites presentations and
poster submissions.
The symposium invites instrument users and manufacturers to
hold presentations as one-hour field lectures, involving live
demonstrations of individual instruments.
Abstracts for submissions are due before
15 January 2010.
Topics for the conference are:
Ground-based remote sensing measurement techniques and instruments;
Inversion, retrieval, analysis methods and observation strategies;
Process studies in the atmospheric boundary layer; Remote sensing data
for modelling of boundary layer and surface processes; and Operational

The underpinning theme of the ECAC is the development of climate
