HMEI GENERAL ASSEMBLY 
Members will by now have received the notice of the HMEI General assembly as below, which was emailed to them on 12th December 2003.

Notice of the Association of Hydro-Meteorological Equipment Industry General Assembly for 2004

The General Assembly Meeting of the HMEI will take place, in conjunction with the American Meteorological Society 84th Annual Meeting, 11th to 15th January 2004, at the Washington State Convention and Trade Center, Seattle, USA, 2004

The time and date for the Assembly is from 10 am to 12.00 noon on Tuesday 13th January.

The WMO Secretary General and other distinguished guests will be present. The meeting will be open to interested manufacturers and exhibitors as well as to the HMEI membership.

The agenda of the meeting is attached with this notice. Members, who cannot attend but wish to give their proxy to another member for voting, can contact the HMEI Secretariat by email for proxy forms.

A Survey for members, for members to fill in, can also be obtained by email from the HMEI Secretariat Please obtain and fill in the survey forms and email or fax them back to the HMEI Executive Secretary as soon as possible, so that the Secretariat can organize discussion items from issues arising from the Survey, under Other Business, on the agenda.

NEW EXPERT TEAM MEMBERS

Vaisala has been quick to see the value of participation in these events. Following the success of HMEI representation at the initial Expert Team meetings held in November, Vaisala has nominated representatives for three further Expert Teams: A1Expert Team on Surface Technology and Measurement Techniques; A2 Expert Team on Surface-based Instrument Intercomparisons and Calibration Methods; and C2 Expert Team on RICs, Quality Management Systems and Commercial Instrument Initiatives; which means they are now participating in six CIMO Expert Teams.

Companies who cannot necessarily send participants to all parts of the world which host these meetings, may nevertheless like to consider nominating participants who can go to relevant meetings when and as they are held in their nearby regions. 

The HMEI Secretariat will also attend such meetings when they are held in Geneva or when funding is available for the Secretariat to travel to the venue of such events.

 

MEETINGS AND WORKSHOP REPORTS

CIMO Expert Team Meeting on Upgrading the Global Radiosonde Network

This, the first session of this team, was held in Geneva, Switzerland from 3-7 November. 

HMEI was represented by:
§ Mr. Rémy Pepin from Modem
§ Mr. Joe Parini from International Met System
§ Mr. Erkki Järvinen from Vaisala OYJ
§ Ms. Chris Charstone from the HMEI Secretariat

HMEI members input was well received at the meeting and HMEI achieved a significant role, as the ongoing coordinator between the various experts on the team and our membership. It was also suggested that HMEI would be a useful participant in the CBS Steering Committee on Frequencies.

ET Work Plan Items resulting from this meeting and involving HMEI participation are:

§IMPROVE GLOBAL RADIOSONDE NETWORK
Coordinate with HMEI on soliciting agreement on the BUFR code table and descriptors for international use.

§STANDARDIZE DATA PROCESSING RADIOSONDE ALGORITHMS
NMSs and manufacturers to be encouraged to provide description and details of algorithms for significant level selection.

Coordinate with HMEI in investigating the consistency of Radiosonde algorithms for encoding TEMP messages.

§TECHNICAL SUPPORT FOR RADIO FREQUENCY SHARING POLICY FOR WRC
Review, in cooperation with HMEI, the current and new ground based systems and their frequencies used.

  Consult with HMEI and SG_RFC to develop spectrally efficient radiosondes, i.e. develop Radiosonde transmitter and receiver standards to be used.

CIMO Expert Team Meeting on Surface-based Instrument Intercomparisons and Calibration Methods

This was a joint meeting with the International Organizing Committee (IOC) on Surface-based Intercomparisons, held on 24-28 November in Trappes, France. 

HMEI was represented by:
§ Gerard Pevny from Logotronic's GmbH
§ Panu Kopsala from Vaisala OYJ

ET Work Plan and Action Items resulting from this meeting and involving HMEI participation are:

§UNDERTAKE AND EVALUATE INSTRUMENT INTERCOMPARISONS

  • Laboratory Intercomparisons of rainfall intensity gauges, in two independent certified labs. HMEI will disseminate WMO questionnaire to relevant member companies, for identifying the instruments for comparison (deadline May 2004). Start of Intercomparisons will be September 2004 at University of Genova and one other European laboratory.

  • Field Intercomparisons of rainfall intensity gauges, in two climatic regions, possible locations are: Italy, Slovakia, USA (or elsewhere), plus tropics. HMEI will disseminate WMO questionnaire to relevant member companies, for identifying instruments for Intercomparisons (deadline February 2005). Start of Intercomparisons will be May 2005.

  • Combined Intercomparisons of thermometer screens/shields, in conjunction with humidity measurements, in various climatic regions, including Arctic/desert areas. HMEI will disseminate WMO questionnaire to relevant member companies, for identifying instruments for Intercomparisons (deadline March  2005). Start of Intercomparisons in Arctic, June 2005. Start of Intercomparisons in tropic regions, February 2006.

§ADDRESS THE DATA HOMOGENEITY ISSUE

  • In collaboration with CCI, JCOM, CAS and HMEI address the data homogeneity issue.
    Review the implication of data homogeneity on climatological, marine and atmospheric science applications and study the role of Intercomparisons in data homogeneity.

Upper Air Training Workshop in Casablanca, Morocco, from 1 to 5 December 2003
This was a  workshop is for French speaking countries.  

§ Two HMEI members, Modem and Vaisala provided practical demonstrations (including upper-air sounding stations) and workshop training.

HMEI and the HMEI attending members were personally thanked  by the WMO for our support in making the Workshop a success, in a letter sent to the HMEI Secretariat.
