The HMEI Executive Secretary and Administrator both attended EMS this year and set up and manned the HMEI Booth, provided thanks to the EMS. The HMEI booth welcomed visitors from the conference, who were shown the HMEI online Member Products Catalogue and given information about HMEI and its aims. The booth also of course welcomed HMEI Members attending the conference, and the other exhibitors at the conference, most of whom were HMEI Members.

The HMEI Executive Secretary, Administrator and Members exhibiting at EMS this year, identified various issues and ideas for improving future EMS exhibiting experience. The HMEI Chairman, Ben Dieterink and the HMEI Executive Secretary, Bruce Sumner, met with the EMS President, David Burridge, the EMS Executive Secretary, Martina Junge, and the Copernicus Meeting Co-ordinator, Katja Gaenger, towards the end of the EMS conference/exhibition period. Thanks to the input gathered from HMEI Member exhibitors at this years EMS, Ben and Bruce were able to  give accurate feedback on the exhibitors perspective of the exhibition and thus to discuss ideas to continue to improve and raise the profile of the EMS exhibitions in future years. Bruce has suggested to EMS that earlier and higher profile mention of the exhibition associated with EMS, in the literature sent out about EMS in 2007 and posted on the EMS website, could be helpful in attracting more manufacturers to exhibit, as manufacturers often plan their exhibition budget and schedule considerably in advance. Early and higher profile advertising of the exhibition component of the EMS, would also encourage the attendance of a more technical audience from the various agencies who send representatives to EMS. The HMEI Secretariat will continue to liaise with EMS and help to create another, even more, successful EMS exhibition and conference next year. Ben Dieterink, as Chairman of HMEI,  will attend the first meeting of the EMS conference committee for the preparation of the 2007 EMS conference, which will convene in early November this year.

The next EMS and ECAM 2007 will take place 1 - 5 October 2007 in El Escorial, Spain (50km south of Madrid).

There was a HMEI Council meeting held during this EMS, on Tuesday 5th September. Two HMEI Councillors, Gary Wagner - All Weather and Kevin Klustner - Coastal Environmental Systems, have resigned from the Council. The Council decided that new Councillors would be called for from the membership, to be voted on at the next HMEI General Assembly. This will be held at METEOHYDEX in May, 2007.

Report - Technical Conference on Natural Disaster prevention & Mitigation,  4-6 Sept, 2006  and  WMO Regional Association iii (RA-iii), Lima, PerU, 5-13 Sept, 2006.

There is an increased need for the region to become more involved in the detection, prevention and mitigation of natural disasters. The Technical Conference was the first one of a series of relevant actions initiated by the WMO. Statistics presented in the conference indicate that about 90% of the natural disasters in South America are of hydro-meteorological origin. It was revealed that the standards of meteorological and hydrological services and systems within the different South American countries vary significantly.

Furthermore, it became very clear that the funds for investment opportunities in this region of the world are very limited. The only chance for raising funds in an appropriate amount is through development banks such as the World Bank (International Bank for Reconstruction and Development) who also presented their financial services. Projects must be initiated by the national Hydro-Meteorological organizations. The World Bank BID typically funds around 50% of a project, the rest must be financed by the national organizations.

The highlights of the agenda of the subsequent WMO XIV session were:

  • WWW (World Weather Watch) Program implementation and regional aspects.
  • IMOP (Instruments and Methods of Observation Program) Integrated Observing Systems.
  • Information system and services, in particular the development and implementation of WIS (WMO Information System)
  • WCP World Climate Program regional aspects
  • AREP (Atmospheric Research and Environment Program) regional aspects
  • AMP (Applications of Meteorology Program) regional aspects, in particular public weather services, aeronautical meteorology, marine and oceanography, hydrology and water resource program.

Both events excelled by their professional organization and execution. Special thanks shall be extended to the Peruvian Weather Service for their warm welcome of the participants.

Hydrology - Global Synthesis Workshop, Poster Presentations, WMO, Geneva, Switzerland, 20-23 November 2006.

Although this WMO Workshop is not inviting vendor presentations to be included as part of the conference itself; HMEI has been able to facilitate an opportunity for Poster Presentations in the foyer outside the conference room.

The participants of the conference will be mainly experts from national meteorological and hydrological services of some 15 countries; it is expected all together there will be some 30 participants.

The Commission meeting is preceded by the Technical Conference on the WMO Information System (6-8 Nov 2006).
A half day of this technical conference will be dedicated to presentations by manufacturers. Presentations will only be from manufacturers invited by WMO/CBS.

21-22 Nov 2006 Commission for Aeronautical Meteorology (CAeM) Technical Conference and 23 Nov-1 Dec, 2006 13th WMO Commission for aeronautical Meteorology (CAeM-XIII), Geneva, Switzerland - Update

HMEI members who will attend both CAeM-XIII and the Technical Conference preceding the main Commission as HMEI representatives are:

Niger-HYCOS Project

The Chief of the WMO Hydrology Division, Mr. Mohamed Tawfik, contacted the HMEI Executive in late September, requesting that HMEI distribute to its Members details of a call for tenders from the Niger Basin Authority. The tenders were for the provision of various equipment, including observation equipment to NHSs in the Volta basin, as well as to the Volta-HYCOS Regional Centre in Niamey.

The information for the tenders was subsequently circulated to the Members by the HMEI Secretariat. Further information on the tenders was sent to several HMEI Members at their request.

Four HMEI Member companies have expressed interest in the project:

HMEI informed Mr. Tawfik of these Members' interest in the project and forwarded the relevant contact details.

Geonor Visits WMO

Mr Oywind Klevar, Managing Director of Geonor AS, visited WMO and HMEI on 22 September this year. Geonor is a Norwegian instrument manufacturer, making hydrological equipment, AWS and high quality precipitation equipment.

Mr Bruce Sumner, the HMEI Executive Secretary was able to arrange meetings with some key WMO personnel.

Mr Klevar
had a meeting with Andrei Iline the WMP Procurement Officer, Dusan Hrcek and Didier VandeVyvere from the Regional Development Programme. Subsequently Mr Klevar met with Miroslav Ondras, the Senior Scientific Officer at WWW/Observing System Division.

Mr Klevar considered his WMO visit well worthwhile, and was happy to be able to introduce Geonor's current products to those he met with, also gaining valuable information and WMO contacts from his visit.

The World Meteorological Organization (WMO) is holding an international conference in Madrid, Spain, on the social and economic benefits to society of the products and services provided by the meteorological and hydrological community, especially the National Meteorological and Hydrological Services (NMHSs).

European Geosciences Union (EGU) General Assembly 2007, Vienna, Austria, 15-20 April 2007
The EGU has opened its
Call-for-Papers programme of the European Geosciences Union (EGU) General Assembly 2007. The Programme Committee, invites you to have a look in the programme and to submit abstracts to the various sessions. The deadline for the receipt of abstracts is 15 January 2007.

Abstract Registration:
During the abstract registration, an author can choose whether a contribution should be a poster (choice "Poster") or is wanted to be an oral (choice "No preference", there is no guarantee that it will definitely become an oral). Please note that an author is able to submit not more than one regular abstract and one solicited abstract with the choice "No preference". However, poster papers are always welcome.

Financial Support:
There is a limited amount of financial assistance, primarily for the younger and more recently established scientists to attend the assembly. All needed information can be found under: http://meetings.copernicus.org/egu2007/financial_support.html Deadline for the receipt of abstracts with support applications is 8 December 2006. The International Union of Geodesy and Geophysics (IUGG) will be holding its 24th General Assembly in Perugia in July 2007.
