REPORT - WMO Training Workshop on Upper-Air Observations for Regional Association III (RA-III) (South America), Buenos Aires, Argentina, 8-12 MAY, 2006

"The training workshop on upper-air observations held at Buenos-Aires, Argentina from 8 to 12 May 2006, was organized by WMO in the scope of its Capacity building programme. The workshop was aimed at improving the knowledge and skills of senior operational staff in charge of the national upper-air networks of South America countries (RA III).
The workshop had both theory and practical sessions. Theory consisted in lectures presented by invited experts accompanied with fruitful exchanges and dialogue. During the practical part, participants had the opportunity to learn more about the latest developments, practice and operate some radiosoundings on manufacturers' equipments. Multisonde comparative flights were also performed. Presentation of the results has shown the quality and consistency of measurements provided by MODEM M2K2 GPSonde which is considered as one of the first rank high quality GPS radiosondes.
Perfect organisation and the hospitality of our hosts from "Servicio Meteorologico Nacional" was highly appreciated by all the participants."

"The workshop was fine and interesting.  It think it was very convenient for all of us to meet representatives of the Region 3 countries as well as representatives of other manufacturers in Buenos Aires.  So all in all it was a goof workshop.  The only negative thing was that it was very difficult to get our system out of the customs.  In fact it took us 3-4 weeks to make the custom clearance as a "temporary clearance".  In the future workshops we will have to take that into account, but due to shortage of demo equipment it is not always possible."

REPORT - WMO Commission for Basic Systems (CBS) JOINT meeting on Data Representation and Codes; and Coordination Team on Migration to Table Driven Code Forms, Montreal, Canada, 8-12 May, 2006

The conference leaders (Mssrs. Dragosavac, Branski, and Martellet) are reported to have been extremely warm and welcoming to the HMEI Member representatives, and to have appreciated the participation of HMEI as observers.  HMEI opinions were solicited, when appropriate, and the exchange proved extremely valuable.  The HMEI representatives had the opportunity to hear very important information that the industry needs to know about in the manufacture of equipment which process and display the meteorological data. 

Problems which the HMEI Members raised, as representative of Industry, where on confusion on BUFR - flexibility vs. standardisation. However a common conclusion has not yet been found and the problems persist. It is hoped that the future will bring those answers soon, because without it, real implementation of BUFR could be very difficult or even impossible.

A validation service, which was proposed in Mr Weis's paper, will probably be established in a near future, however it is questionable what back-end will be used, and whether it will serve for all the goals that it should.

HMEI would like to  extend it thanks to the conference leaders for what has been described as a "wonderful, interactive experience".

REPORT - WMO Regional Association V (RA-V) (South-West Pacific)-14th Session, Adelaide, AustraliA, 9-19 May, 2006

HMEI had one representative attending this meeting:
Mr Bob Wright from Environmental Systems and Services (ES&S).
Mr Wright was able to attend 9-10 May.

This was a major WMO meeting covering issues for the whole South West Pacific region. Information on issues discussed can be found on Mr Wright's report on this meeting, available here.

28 October - 3 November, 2006,14th WMO Commission for Agricultural Meteorology (CAgM-XIV), New Delhi, India 

This meeting of the Commission is held every four years. HMEI has received a nomination from Eijkelkamp, for Prof. Kees Stigter to represent HMEI at this meeting. HMEI has accepted this recommendation.

Prof. Stigter is well known to HMEI having attended several of our meetings and he represented Eijkelkamp at the HMEI General Assembly in Bucharest.

Mr Stigter is a former principal delegate to CAgM for the Netherlands (1985 – 2005), a former vice-president (1986 – 1991) and president (1991 – 1999) of  CAgM and still an active member of its Management Group, is a Technical Advisor for the Netherlands Delegation and is president of the International Society for Agricultural Meteorology (INSAM).

9-16 Nov, 2006, WMO Commission for Basic Systems (CBS) - Extraordinary session 2006, Seoul, Republic of Korea

CBS hold their Commissions four yearly as do the other WMO Commissions, additionally they hold an extraordinary meeting such as this one in the middle of each inter-session period. Thus CBS can deal with Commission issues every two years.

21-22 Nov 2006 Commission for Aeronautical Meteorology (CAeM) Technical Conference and 23 Nov - 1 Dec, 2006 13th WMO Commission for Aeronautical Meteorology (CAeM-XIII), Geneva, Switzerland

The Commission for Aeronautical Meteorology (CAeM) is holding two meetings following on from one another. The first is a Technical Conference on: " How can we better meet the Current and Future Needs of Aviation?" The other is the four yearly Commission's meeting, its 13th session.

Both meetings were expected to be held in Egypt, however the venue has now changed to Geneva. HMEI members who are interested in representing HMEI at this meeting, please contact HMEI at hmei@wmo.int

Update - WMO Climate Risk Conference and Exhibition, Espoo, Finland, Living with Climate Variability and Change: Understanding the Uncertainties and Managing the Risks, 17-21 July 2006

Due to the lack of response from potential exhibitors, as of June 2006, the exhibition proposed to be held with this conference has been cancelled.

The organizers had left arranging the exhibition to a very late date, which is the probable explanation for  the lack of interest in the exhibition. Only one manufacturer had expressed definite interest in the exhibition. HMEI has advised the organisers from WMO that a much longer lead time is necessary for the arrangements of such an exhibition.

However the Conference will go ahead as previewed. Please go the the HMEI International Meetings section for information on this.

Update - HMEI AT the  6th Annual Meeting European Meteorological Society (EMS) Conference and Exhibition, Ljubljana, Slovenia, 3-7 September 2006, 

The HMEI Executive Secretary and Administrator will be at the HMEI booth no P-06 at the EMS exhibition. They look forward to meeting many of the HMEI Members there and introducing new people to HMEI.

Opening times of the exhibition are:

There will also be a HMEI Council meeting held during this EMS, on Wednesday 6th September at 8am. HMEI Councillors will be informed further of the meeting venue nearer the time.

WMO Field Intercomparison of Rainfall Intensity (RI) Gauges in Vigna di Valle, Italy, 2007-8

This WMO Field Intercomparison of RI Gauges follows on from the WMO Laboratory Intercomparisons of RI Gauges in 2005. Results of the selection have not yet been released but should be available very shortly. HMEI will publish the selection list on the Intercomparisons section of our website when they are known.

WMO Combined Intercomparison of Thermometer Screens/Shields in Conjunction with Humidity Measuring Instruments, to be held in Ghardaïa, Algeria, beginning 2007 to beginning 2008

For this Intercomparison all kinds of such equipment, which are being used or considered for future use within national networks, have been selected for participation.

WMO sends Questionnaire on Maintenance and Calibration of Instruments to the NMHSs

WMO sent, on the 7th June, a questionnaire to the NMHSs requesting in formation on the maintenance and calibration of instruments the NMHSs are using. This has been done following a request from the 57th WMO Executive Council (EC). 

The aim of this exercise is to help ensure that there is guaranteed minimum required data quality, and the worldwide compatibility and homogeneity of the data, via the traceability of measurements to the International System of Units (SI). This survey will also help the WMO Secretariat to report back to the EC the capacity of WMO Member NMHSs' in the areas of calibration and maintenance.

NO METEOREX with TECO-2006, Geneva, Switzerland, 4-6 December 2006
There is no exhibition with TECO-2006; rather the next WMO exhibition opportunity will be at METEOHYDEX, held during WMO Congress in Geveva, May 2007.

However TECO-2006 has invited presentations and/or posters to be submitted and several manufacturers have asked for information on this from HMEI. Abstracts of papers for the conference were due by 15th May. Posters are still being accepted.

TECO-2006 is for experts in instrument and methods of observation from the National Meteorological and Hydrological Services, research institutes, and the private sector to exchange information on the latest developments in instrumentation, systems and services. TECO will also provide a valuable opportunity for training and capacity building, particularly for participants from developing countries.
