HMEI at the General Assembly of the European Geosciences Union (EGU), Vienna, Austria 2-7 April 2006

The EGU General Assembly 2006 is a conference that brings together geoscientists from all over Europe and the rest of the world into one meeting covering all disciplines of the Earth, Planetary and Space Sciences. The scope is huge and in April 2006 there were over 600 lecture sessions, plus hundreds of corresponding poster sessions.

The exhibition associated with the meeting was held on the ground floor of the Austria Center Vienna (ACV), from the 3rd to 7th April, 9am to 6pm each day. The situation for the exhibition booths was excellent for the 45 exhibitors, as it was at the entrance to the conference areas and all attendees inevitably passed through the exhibits area. Whilst the exhibitors covered a range of related sciences, many were focused towards to the seismic and vulcanology or geological sciences and 8 were science book vendors.

The HMEI Secretariat, Bruce Sumner and Christine Charstone, attended this exhibition, thanks to the generous sponsorship by Gerhard Pevny from Logotronic, who paid for accommodation expenses for the Secretariat attending EGU in Vienna. 

Bruce and Christine were pleased to be able to renew acquaintances with the attending HMEI Members, as well as participants and attendees at the conferences. They introduced the  HMEI Association to potential new HMEI members. Valuable information and contacts were also gained for a future publications section on the HMEI website, which will allow Members to easily access relevant science publications. 

Contact was established with Katja Gäenger, the Copernicus meeting organizer, which will assist with future Copernicus meetings such as EMS 2006 and the 2007 EGU in which HMEI and its Members will be interested in participating.

Report - the 14th WMO Commission for Atmospheric Sciences (CAS), Cape Town, South Africa 16-24 February 2006 

The HMEI Chairman, Ben Dieterink, attended this meeting on behalf of HMEI.

There were representatives from 43 WMO member countries, 13 international invited experts, invitees from 7 international organisations (of which HMEI was one), the 9 people from the WMO Secretariat, 2 officers of the session and 3 other participants. Report -  Steering Group on Radio-Frequency Coordination (SG-RFC), Geneva Switzerland, 16-18 March 2006

These two meetings followed on one from the other, with a break on the Sunday in-between.

The Executive Secretary, Bruce Sumner, is a member of the Steering Group and represented HMEI at that session.
Ilkka Ikonen from Vaisala, attended the Workshop on 20 and 21 March as the HMEI expert representative.

REPORT - CBS/IOS Expert Team on Requirements for Data from Automatic Weather Stations (ET-AWS), fourth session, Geneva, Switzerland, 20-24 March 2006

Mr. Thomas Fröhlich from Logotronic - Germany,  represented HMEI as an expert at this meeting and presented a paper Logotronic's Integrated Quality Management System, outlined the development by Logotronic of a Data Logger with in-built Quality Management System conforming to guidelines suggested by WMO.

Christine Charstone the HMEI Administrator, also attended the meeting and made the HMEI report of the meeting available at the HMEI Reports page.

REPORT - CIMO Expert Team on Regional Instrument Centres, Quality Management Systems and Commercial Instrument Initiatives, Geneva, Switzerland (Reduced Session), 4-7 April 2006

HMEI has one person nominated for this team, Mr. Kimmo Ristolainen from Vaisala, Finland, who attended as the HMEI representative at this meeting. The HMEI Secretariat was unable to attend due to a prior commitment to attend the EGU in Vienna. 

On behalf of all HMEI, Kimmo Ristolainen presented a report on Commercial Instrument Initiatives made by the HMEI Secretariat  at the request of the ET Chairman.
 

A presentation on Vaisala Initiatives was also presented by Mr Ristolainen to the meeting.

The conference in general was very well booked. Participants from all central America, USA, Europe and Asia have been there. Only a few number of experts from South America. It was very well organized and I think all participants have been satisfied. The exhibition itself was not very well visited, as the interest in instruments was small. "The congress in general was very good.
We had some slight difficulties with the exhibition. The exhibition was in separate room and the coffee breaks where kept in other areas. I asked the organizer to put the coffee to the same room than where the exhibition was after that we had two coffee breaks in the exhibition room and then the room was crowded. Also the exhibition was not that well marketed in the beginning and some of the vendors took the board and wrote on it an arrow to the exhibition.
I want to give my best thanks to the organizer that vendors did have a chance to give a presentation. This was organized very well. The presentations where the last ones of the day, but the audience stayed in the room until the end. My best thanks to audience about it."

"It was an immense pleasure and honour to participate in the International Workshop on Flash Flood Forecasting held in Costa Rica, 13 to 17 March 2006. We (Meisei Electric Co. Ltd) got an opportunity to meet the researchers, scientists, executives and professionals from various country and international organizations in the sideline of the conference. In addition, we received first hand feed back from the end user of various country representatives, which is a great assets for the system manufacture like MEISEI, to design and manufacture highly precise, reliable, user friendly and low cost Flash Flood Forecasting equipment using our cutting edge technology. Since the flash flood is a global problem and the disaster and catastrophe are on an unpredicted scale in terms of life and property, cooperation and partnership among the global communities, such as, scientist, policy maker, system manufacturer and end users, is an essential aspect to combat with the flash flood challenges. In this seminar, we had an opportunity to talk with the representatives from the various countries and also had an opportunity to examine the possibilities to promote the partnership, collaboration and business among the international funding organization and business organizations. We are pleased to notice that great efforts have been done by the developed and the underdeveloped countries form their level to combat the flash flood problem using technology, such as satellite, radar, rain gauze measuring devices and so on. In this scenario, MEISEI would like to take pleasure to present the proposals for Flash Flood Forecasting (FFF) using its high tech and high touch technology to simple and reliable technology, which is explained as in the attachment."

"We want to high-light the following points:

•       The requirement to develop an end-to-end (from monitoring and prediction through to appropriate on the ground action to save lives and economic impact) system to reduce the impacts of flash floods.
 
•       Any end-to-end flash flood forecasting and warning system will only be as strong as its weakest link. The best forecasts alone will not save lives unless the impacted communities translate them into appropriate actions for life saving activities.  

•       There is a need for national disaster management strategies that integrate many types of disasters, that is, a multi-hazard approach needs to be implemented.
 
•       Communities have a major role to play in the management of flash flood risks. The concept of ‘Community Based Disaster Risk Management’ (CBDRM) should be promoted in parallel with the concept of ‘Community-based Natural Resources Management’ (CBNRM) since the management of resources and risks go hand in hand.

•       The existing meteorological and hydrological networks for data collection and transmission in many countries are inadequate for forecasting and to provide early warning.

•      There were illustrated some case studies about regional satellite rainfall estimation over ungauged basins for flood forecasting purposes, the results confirmed that without ground-based observations, the error estimation and the risk of false alarms can be very high. 

•      The workshop final session discussed future demonstration projects, donors, international cooperation etc, unfortunately the progress in this field was very little. The USAID Agency that was one of the organizers didn't show any specific proposal.

Within our presentation we highlighted the fact that the EuropeAid Agency was not invited to participate, which have a specific cooperation programme in this field. The  DIPECHO Disaster Preparedness ECHO Programme funded between 1996 and 2004  more than 319 projects worldwide with an overall amount of €78 million."

17-21 July 2006, WMO Climate Risk Conference and Exhibition, Espoo, Finland
Living with Climate Variability and Change: Understanding the Uncertainties and Managing the Risks

Organized by the World Meteorological Organization, co-hosted by the Finnish Meteorological Institute and International Research Institute for Climate and Society and co-sponsored by the International Research Institute for Climate and Society, this Conference is looking to also host an associated Exhibition. 

The WMO organiser has contacted HMEI in the last month for advice in this regard. Whilst HMEI has pointed out that a longer preparation time for the exhibition would have been desirable, HMEI has nevertheless been cooperating with advice on the exhibition possibilities and have agreed to send all information to its Members as soon as this is available, hopefully by the week of 24th April. An information package, on booths prices etc, is currently being put together.

The conference also invites one page abstracts for poster presentations, which should be emailed to , wmo2006abs@fmi.fi. The deadline for the submission of poster session abstracts was 21 April 2006. First Announcement of Conference as text (HTML)
The conference will review opportunities and constraints in integrating climate risks and uncertainties into the mainstreams of decision-making where sensitivity to climate variability and change is but one among many factors to consider. It will draw on the experiences of public and private organizations worldwide that have been engaged in managing risks including those of a climatic origin.
The focus of the conference, therefore, is on decision-processes in real-world contexts, including agriculture, water resource management, disease control, power generation and disaster mitigation, where climate is one of the factors to be considered. 
Conference participants will be drawn from many disciplines in both the private and public sectors, including mathematics, psychology, climate, agriculture, health, hydrology, sociology, governance, development, energy and environment.

3-7 September 2006, HMEI AT the  6th Annual Meeting European Meteorological Society Conference and Exhibition, Ljubljana, Slovenia, 

This EMS will be partnered with the 6th European Conference on Applied Climatology (ECAC).

HMEI has been in contact with the organisers of the Conference and they have kindly offered HMEI reserved booth no P-06 free of charge for HMEI to use. Both HMEI and EMS are keen to foster cooperation between their two organisations.

The HMEI Secretariat will attend the 6th EMS and "man" the HMEI booth. HMEI will, of course, be passing all information it receives from EMS to its Members and looks forward to seeing many of them at the EMS Exhibition this September.

There will also be an HMEI Council meeting held during this EMS.

The 2006 EMS will consist of a broad and open scientific conference with oral and poster presentations as well as symposia and special lectures and an associated Exhibition.

HMEI has been contacted to invite its Members to submit abstracts for the EMS this year. EMS are interested in  having as many submissions from our members as wish to participate. Abstract submissions are DUE on 28th April 2006.

EMS includes an "Instruments Session" in the programme this year. This is as a result of a suggestion by Richard Ellis from Campbell Scientific, an HMEI member. His suggestion was also to have, as a main convenor, an academic person "as they may have an impartial view and be best placed to avoid any commercial entanglements". EMS has therefore found an academic convenor, Jose Knez, director of the Monitoring Office of the Slovenian Environmental Agency.

18- 22 September 2006, Conference on Radar in Meteorology and Hydrology (ERAD 2006), Barcelona, Spain

HMEI Members were directly informed at the beginning of April, of the Fourth European Conference on Radar in Meteorology and Hydrology (ERAD 2006) taking place in Barcelona, Spain, 18 – 22 September 2006.
 
Aims & Scope
The ERAD conference series has been established as a biennial forum for the technical, atmospheric and hydrological sciences communities to discuss advances in radar technology and applications.

Call-for-Papers / Abstract Submission
Submission of abstracts to the topical sessions has been invited.

TWO New WMO Intercomparisons for Surface Instruments

In March this year, HMEI was able to inform directly its Members of two WMO Intercomparisons coming up in 2007 and 2008:

WMO Field Intercomparison of RI Gauges WMO Field Intercomparison of RI Gauges in Italy, 2007-8
There will be a WMO Field Intercomparison of RI Gauges following up from the WMO Laboratory Intercomparisons of RI Gauges in 2005.

All kinds of instruments, which are being used or considered for future use within national networks, and are capable of measuring rainfall intensity of at least 200mm.h-1 at a time resolution of 1 minute, could be accepted for participation. Those instruments accepted that did not participate in the previous Lab Intercomparisons, will undergo a Laboratory Intercomparison prior to the Field Intercomparisons.

The questionnaire to potential participants of this Intercomparison, was available by emailing a request for one to HMEI at hmei@wmo.inmt. They were due for return to  Dr M. Ondras at WMO by 14 APRIL 2006.

WMO Combined Intercomparison of Thermometer Screens/Shields in Conjunction with Humidity Measuring Instruments, to be held in Ghardaïa, Algeria, beginning 2007 to beginning 2008.
For this Intercomparison all kind of instruments, which are being used or considered for future use within national networks, could be accepted for participation.

Although this letter specifically mentions countries as submitting instruments, HMEI members are also being invited to nominate instruments.

The completed questionnaires, which can be found at http://www.wmo.ch/web/www/IMOP/intercomparisons/Temp-Hum-2007/QI.doc , were due to be returned to Dr M. Ondras at WMO before 17 APRIL 2006.

Several HMEI Members have expressed interest in participating their instruments in these Intercomparisons. More information on these will be posted in as it becomes available in future HMEI Newsletters and on the HMEI website.

HMEI involvement in OPACHE groups operated by the WMO Commission for Hydrology

HMEI has been officially informed by Bruce Stewart, President of the Commission for Hydrology (CHy), the he would be pleased to enable access to HMEI expertise in the three OPACHEs (the CHy equivalent to CBS OPAGs) that HMEI has identified as being suitable for our involvement.

The HMEI Executive Secretary will now be discussing with the CHy Secretariat how this may be best achieved. HMEI Members can soon expect to be called on to nominate representatives for these OPACHEs. Further information will be sent direct to Members.

TECO-2006  to be held in Geneva, Switzerland, 4-6 December 2006

HMEI Members have been interested to know when the next TECO-CIMO will be held and if there will be an Exhibition with it.

HMEI has received the official invitation to attend TECO-2006, 4-6 December and CIMO, December 7-14 this year. There is no exhibition with these events in 2006; rather the next WMO exhibition opportunity will be at METEOHYDEX in May 2007.

However TECO-2006 will be of interest to manufacturers. Presentations and/or posters have been invited to be submitted and several manufacturers have asked for information on this from HMEI.

TECO-2006 is for experts in instrument and methods of observation from the National Meteorological and Hydrological Services, research institutes, and the private sector to exchange information on the latest developments in instrumentation, systems and services. TECO will also provide a valuable opportunity for training and capacity building, particularly for participants from developing countries. 

HMEI will send information to any financial members requesting it by email.

Abstracts of papers for the conference are due by 15th of May and can be sent to HMEI at hmei@wmo.int to forward to the CIMO Secretariat.
