HMEI at the 2006 AMS 86th General Assembly 

HMEI will be at booth 640 at the AMS 86th General Assembly Exhibition, in January-February 2006, introducing HMEI to potential new members, promoting the HMEI Catalogue to hydro-meteorological product users and to generally raising the profile of HMEI in the Meteorological community.

A meeting of HMEI  Members will be held on Tuesday 31st January at 9.15 am. The HMEI Chairman  and Executive Secretary will be looking forward to meeting up again with members who will be attending AMS 86.

Procurement of Balloons Pakistan

HMEI received a request from a defence contractor in Pakistan for help with supplying 6000 meteorological balloons, last month. The details of this procurement opportunity were sent to HMEI Member balloon manufacturers/suppliers, who will now be contacting the Pakistani procurement people directly.

Update on Tenders for 240 AWS for the ANEEL Project (Brazil)

Only one tender has been received for this project. This bid is currently under review by WMO.

This procurement opportunity was for the supply of 240 AWS within the framework of the ANEEL Project (Brazil)
and for which, WMO was putting out invitations to tender. 

This tender project raised concerns from some HMEI Members interested in tendering for the contract. Several manufacturers have pointed out that the tender request was formulated such that, with some requirements so specific, it virtually limited the possibility of tendering  to only one manufacture. 

There were also concerns expressed regarding the lack of ability to gain some clarification of details necessary to formulate a bid. A further problem was seen in the lack of response from the WMO, to letters from manufacturers who had written to WMO directly.

The HMEI Executive Secretary discussed these concerns with the WMO Procurement department. Useful information was received from them in regard to the best protocol to use to receive clarification on tender information. Also we understand that WMO has now replied to the written letters from HMEI manufacturers.

However the problem of a tender request that appeared biased, so that a single specific manufacturer only could formulate a tender, has not been resolved.

JMBSC (Japanese Meteorological Business Support Center) VIPs Visit HMEI and WMO

The HMEI office was pleased, on September 16th, to welcomed a visit from Yuji Hayashi, a Director of JMBSC and President of Oriental Electronics Inc. (ORI); Dr. Takeo Kitade, who is a chairman of the Japanese JMBSC and also a former Director General of JMA; and Mr. Tetsuro Fukui, who is a councillor of JMBSC and also a former Director of Meteorological Satellite Center of JMA. The visitors found their meeting with HMEI and WMO people informative and useful.

Mr. Hayashi expressed his appreciation of HMEI activities in providing valuable information for its Members. JMBSC are very interested in developing further their working relationship with HMEI. They will therefore be pursuing further discussions with the HMEI Executive Secretary, in order to determine what form of cooperation can be taken involving many of their colleagues in Japan.

Kuniharu Onimura resigns as director of Yokogawa Denshikiki Co., Ltd.

It is with regret that HMEI says goodbye to Kuniharu Onimura who was the director of Yokogawa Denshikiki Co., Ltd. and the main contact between that company and HMEI.

Mr. Onimura has resigned as the director of the company and is going back to their mother company Yokogawa Electric Corporation
from 1st October, 2005.

His  follower at the department (Industrial & Environmental Measurement Equipment Business Headquarters) will be Mr. Hiromasa Takahashi.
Mr. Hiromasa Takahashi is a senior director of Yokogawa Denshikiki Co., Ltd.  He will now be responsible for department operation and is the contact person for HMEI.

Mr. Onimura expressed his thanks and appreciation to Bruce Sumner the HMEI Executive Secretary, Christine, the Administrator, and Ben Dieterink, the HMEI Chairman, for their cooperation during his association with HMEI. 

The HMEI appreciates the personal cooperation and support which Mr. Onimura showed to HMEI and wish him well in his new appointment. We look forward to now working with Mr. Hiromasa Takahashi.

AMS EXHIBIT Advisory COUNCIL MEETING

The HMEI Executive Secretary will be participating in an AMS Exhibit Advisory Council teleconference on 1st November, 2005. 

With the next Exhibition at the AMS General Meeting approaching fast, this will be an important refining of last minute details pertaining to that Exhibition. The Executive Secretary will, of course, be expressing views that will look after the interests of HMEI Members to the Committee in all discussions. 

Any HMEI Members who have particular issues that should be put to this AMS Committee please contact the HMEI office before the 31st October, 2005.

HMEI ADVISES ON THE ORGANIZATION OF FLASH FLOOD FORECASTING WORKSHOP's EXHIBITION, COSTA RICA 

The HMEI was invited to assist the WMO with advice from the manufacturers point of view on the organization of the Exhibition to be held at the International Workshop on Flash Flood Forecasting, 13-17 March, 2006, in Costa Rica. 

The Executive Secretary, Bruce Sumner, has been able  to provide input which will, it is hoped, be of benefit to organizers in the smooth running of the associated exhibition and thus make for a better exhibiting experience for the participating manufacturers. 

HMEI is assisting with the mail out for the invitations to exhibit and will provide WMO and the Local Organizing Committee with the names and contact details of the HMEI Members. 

HMEI has also asked for favourable consideration in regard to rates or other discounts for our Members. Also we have requested acknowledgment of HMEI in the brochure and possibly a page advertisement  for HMEI, as was given to HMEI  by the Organisers of the
Chinese Exhibition on Technology & Equipment for Meteorology & Hydrology, in Shanghai, October 2005 in recognition of our contribution and support for the Exhibition. We are awaiting a reply to this request.

Report on 14th session of Regional Association VI (Europe), 7-15 September, Heidelberg, Germany

Luis Gomez from SIAP + MICROS and Dyrk Peters from Hydrometeorological Instruments & Facilities attended and represented HMEI at this meeting.

The organizers provided a
small exhibition area for the HMEI manufacturers attending the meeting.

The RA-VI meeting was reported to be very interesting and that there was excellent support for the exhibition.

NOAA/GCOS Workshop to Define Climate Requirements for Upper-Air Observations

Comments are being requested on the report of the February 2005 Workshop on Climate Requirements for U-A Observations. The document can be found at:

These comments will then be used for the second workshop, which will be relevant to HMEI Members as it will be focusing on instrument and equipment issues.

6th Session of the WMO Working Group on Hydrology, Regional Association V (South-West Pacific),17-21 October 2005, Nadi, Fiji

This is a four year meeting on hydrology issues in the Asia/Pacific region. Bill Barratt from Hydrological Services, Australia,  has received his official invitation from WMO and will be  representing HMEI at this meeting.

CIMO Expert Team on Upper-Air Systems Intercomparisons, 2nd Session; &  International Organizing Committee (IOC) on Upper-Air Systems Intercomparisons, 2nd Session

This joint meeting will be held 28-30 November 2005, in Geneva, Switzerland. HMEI Members on this ET for Upper-air Systems will receive invitations to attend directly from CIMO. The meeting will be finalising the report of the Mauritius Intercomparison held earlier this year.

The HMEI Secretariat will attend this meeting and will make a report of the proceedings for the next newsletter.

CIMO Expert Team on Surface-based Instrument Intercomparisons and Calibration Methods, 2nd Session; & International Organizing Committee (IOC) on Surface-based Intercomparisons, 2nd Session

This is a joint meeting being held on 5-9 December 2005, in Geneva, Switzerland. The HMEI Members who are on the ET for Surface-based Instruments will be invited directly by CIMO to attend.  This ET meeting will review the Draft report of the results of the RI Gauges Intercomparison and will be planning the field trials next year (2006), which are expected to take place in Italy. Further details of this meeting are available in the latest CIMO Newsletter (see the link to this on our Links page). 

Other manufacturers, who had instruments in the Intercomparison, will be asked to make comment on the draft of the Intercomparison Report, which will be available on the CIMO website one week before the meeting date  at: www.wmo.int/web/www/IMPO/reports.html

Any inquires about the draft report comments or the meeting, please contact the HMEI Executive Secretary at hmei@wmo.int.

The HMEI Secretariat will also be in attendance and so will be able to make a report of the meeting.

This meeting will also be planning the WMO Combined Intercomparison of Thermometer Screens/Shields in conjunction with Humidity Measuring Instruments.

CIMO Expert Team on Meteorological Radiation and Atmospheric Composition Measurements,  6-10 February 2006, Davos, Switzerland

HMEI has received advanced notice of this ET from CIMO. No information is yet available on the CIMO website. 

The HMEI Members who have nominated to represent HMEI on this Expert Team are: Kipp & Zonen, Middleton Solar and Vaisala.
To date Kip & Zonen have confirmed that Mr. Kees
Hoogendijk will attend and and Middleton Solar is also looking into the possibility of sending a representative.

4th International Conference on Experiences with Automatic Weather Stations - 4th ICEAWS, Lisbon, Portugal, 24th to 26th May 2006

This is being organized by the Instituto de Meteorologia - Portugal. Themes to be discussed: New technological developments, Users Applications, Data archive and control, Homogeneity of climate series

Please, check the Portuguese Meteorological Institute Web site www.meteo.pt/4ICEAWS/4ICEAWS.htm (using capital letters for 4ICEAWS) to read/download the 1st announcement and the pre-registration form, to be sent as soon as possible, preferably not later than October 30th, 2005. More information will be posted before the end of this year.

It is not yet known if this may include an exhibition, although the theme of the conference ideally lends itself to one. HMEI is currently looking into this and HMEI members will be informed if any information of an associated exhibition comes to hand.
