top of page Update
on Tenders
for 240 AWS for
the ANEEL
Project (Brazil)
Only one tender has
been received for this project. This bid is currently under review by WMO.
This procurement opportunity was for the supply
of 240 AWS within the framework of the ANEEL Project (Brazil)
and for which, WMO was putting out invitations to tender.
This tender project raised concerns from some HMEI Members interested in
tendering for the contract. Several manufacturers have pointed out that the
tender request was formulated such that, with some requirements so specific,
it virtually limited the possibility of tendering to only one
manufacture.
There were also concerns expressed regarding the lack of ability to gain some
clarification of details necessary to formulate a bid. A further problem
was seen in the lack of response from the WMO, to letters from manufacturers
who had written to WMO directly.
The HMEI Executive Secretary discussed these concerns with the WMO Procurement
department. Useful information was received from them in regard to the best protocol
to use to receive clarification on tender information. Also we understand that
WMO has now replied to the written letters from HMEI manufacturers.
However the problem of a tender request that appeared biased, so that a single
specific manufacturer only could formulate a tender, has not been
resolved.
