The general public and attendees of the conference are invited to attend the HMEI General Assembly. However, although the Assembly will be open to the public, only HMEI Member Companies can vote and voting will be in accordance with the HMEI Articles of Association and Rules and Procedures of the Association.

Proxy votes for election of HMEI positions for Council, Chairman and Vice Chairman

The 4 year terms of most HMEI Council positions will end this year. Re-elections for these positions will take place at the 2005 HMEI General Assembly during the METEOREX 2005. 
All terms will be for four years from the General Assembly of the HMEI in 2005 until the General Assembly of HMEI in 2009. 

Those not attending the General Assembly will wish to have proxy votes. So please contact the HMEI Secretariat at hmei@wmo.int for proxy forms  to be emailed to you. 

Those voting, as well as those standing for positions, must be from companies who are current financial members of HMEI at the time of election.

HMEI BOOTH at METEOREX 2005

The METEOREX 2005 Organizing Committee from the Romanian Met Service, have kindly donated a booth at no cost for HMEI at the Romoepxo Exhibition center. Thus  HMEI hopes to repeat the success it had with its booth at the 85th AMS, at METEOREX 2005 in Bucharest.

The booth will again be supervised by the HMEI Secretariat staff. We will have the HMEI Member Products Catalogue on display again and also brochures from member companies. 

Our booth number is A5b. We look forward to welcoming our members to the booth and to introducing HMEI to potential new members and to new HMEI Catalogue users, as well meeting other colleagues with whom HMEI would like to cooperate.

MEETING OF ISO/TC146 (Air Quality) / SC5: Meteorology in Bucharest, 2-3 May 2005

Immediately preceding TECO/METEOREX 2005, will be held the ISO meeting ISO/TC146. This meeting has been convened to coincide with METEOREX 2005, in Bucharest

The HMEI Executive Secretary will be attending the meeting, which, as the agenda below shows, will be dealing with liaison with HMEI, amongst other subjects.

HMEI on the AMS Exhibit Advisory Council

The HMEI Executive Secretary, Bruce Sumner, has been invited to participate on the Exhibits Advisory Council of AMS. Following the HMEI booth at AMS-85 and the strong showing of HMEI members at AMS- 85, input from HMEI is now seen as a valuable contribution on behalf of the exhibitors from the manufacturing community.

Mr. Sumner is now  participating in the affairs of the Advisory Council via email and phone conferencing. Mr. Sumner is able in this position to promote views and ideas beneficial to HMEI members who exhibit at AMS.

HMEI on Steering committee for NOAA workshop

The HMEI Executive Secretary, Bruce Sumner, has also been invited to serve on the Steering Committee for the second NOAA/GCOS Workshop to Define Climate Requirements for Upper-Air Observations. This workshop is to be held in late Northern Hemisphere summer or early fall of this year, to consider instruments/technologies/platforms/deployments to meet the requirements which were outlined in the first of these workshops in Boulder this year.

Initially, upon being invited, the Executive Secretary expressed interest in HMEI participating on this Steering Committee, but suggested that a member from the HMEI Council would perhaps be more suitable to give expert guidance to the Committee. However after discussion with the Steering Committee it was decided that the Executive Secretary, as the overall representative of HMEI members' interests, would in fact be the most suitable person to represent the HMEI at this Steering Committee.

Mr. Sumner will generally be unable to go in person to the Steering Committee meetings but his participation by email correspondence and by phone conferencing is quite acceptable to the Committee.

As part of the Steering Community HMEI will, particularly, be able to contribute by providing input on identifying potential participants with the appropriate expertise to contribute to the workshop, providing important access to in-depth instrument expertise, and extensive contacts with the upper-air manufacturing community.

HMEI support to  NOAA-WMO for exhibition in Costa Rica

HMEI was asked to assist NOAA and WMO in the organization of the Exhibition associated with the International Workshop on Flash Flood Forecasting to be held in Costa Rica, 19-23 September 2005. The HMEI Executive Secretary participated in a recent conference on the organizational details for this exhibition.

HMEI has been able to provide support to the organization of the exhibition by supplying information on exhibiting infrastructure and exhibitors requirements.

HMEI invited to co-sponsor WMO Technical Conference in China

HMEI has been formally invited by WMO to financially co-sponsor the Exhibition associated with the Technical Conference "Climate As A Resource" to be held in Beijing, China, 1-2 November 2005.

HMEI is investigating the practicality of financial co-sponsorship of this Exhibition. The decision will ultimately depend on the benefits, if any, which co-sponsorship might bring to HMEI members. 

In the event that HMEI is not able to provide financial sponsorship, we would provide support to the Exhibition in the form of provision of information and promotion of the event.

Update on HMEI participation in ITU

The International Telecommunications Union (ITU) has contacted the HMEI Secretariat, regarding possible future liaison with our Association. Former exploration by HMEI of a liaison with ITU revealed that this was only possible with a substantial membership payment being paid to ITU, which as a small association HMEI could not afford.

However it appears that ITU has realized the potential of some Associations, such as HMEI, to make a significant contribution, even if their bank account sizes are not those of countries or multinational companies (who compose the majority of members of ITU). Therefore ITU is investigating the options for creating participation opportunities for HMEI in a more affordable way. Details of this are not yet defined, nor success guaranteed. However it is heartening to see ITU looking for ways to be inclusive to HMEI and we appreciate the recognition of HMEI to represent industry matters that this implies.

WMO 57th Executive Council 

The HMEI has received its invitation to attend the WMO's 57th Executive Council (EC 57), which will be held in Geneva, 21 June to 1 July 2005. The HMEI Secretariat will, as usual, be attending and making a report of items of interest to HMEI members.

10th Session of the Working Group on Hydrology of WMO Regional Association VI (Europe)

This Working Group of the Commission for Hydrology (CHy), will be held in Prague, Czech Republic, 4-7 May 2005.

Several members of HMEI were keen to attend this meeting, which is HMEI's first attendance at a WMO hydrology working group, following the HMEI Secretariat's participation in the Commission for Hydrology (CHy) in Geneva last year. However the Working Group requested that HMEI limit its attendance at the Prague meeting to two representatives. For this reason the first two HMEI  member companies involved in hydrology who confirmed attendees are those who are representing HMEI on this occasion.

Further CHy working group meetings will provide future opportunities for other HMEI member companies to be involved in the work of this Commission.

Intercomparisons

The 10th International and Regional Pyrheliometer Intercomparison (IPC-X, RPCs) will be held in Davos, Switzerland, 26th September to 14 October 2005. Whilst this Intercomparison is mainly by invitation to National Radiation Centers for calibration of  their instruments, it is possible that manufacturers could have their instruments included if there is room for extra instruments, as is often the case. Also manufactures are also able to attend the workshops that will be held, when and as bad weather allows during the Intercomparison period.
Any HMEI members who are interested in participating in the Intercomparison and/or workshops, please contact the HMEI Secretariat at
hmei@wmo.int  

 The WMO Laboratory Intercomparison of Rainfall Intensity (RI) Gauges, to which ten of our members are supplying instruments, has been ongoing since the 15th September in laboratories in France, Italy and Netherlands. It is now due to conclude on 14th June 2005. 

•  The WMO Intercomparison of High Quality Radiosonde Systems in Mauritius - February 2005,which seven of our members were involved with, is reported to have had some highly satisfactory outcomes. A great deal of useful information has resulted from the Intercomparison and the preliminary results of it are due to be reported on officially at TECO/METEOREX 2005.

Coastal Environmental Visits HMEI

HMEI was pleased to be able to welcome Kevin Klustner, from Coastal Environmental Systems, to the Geneva HMEI office in March. Coastal Environmental is a new HMEI member from the USA.

Kevin was interested to find out more about HMEI and how Coastal Environment can be involved in the Association. After discussion with Bruce Sumner, the HMEI Executive Secretary, Kevin has expressed his intention to be actively involved in the Association's work. 

The Secretariat welcomes visits from personnel from member companies. It is always a pleasure to put faces to the names we too often only know from email contact. So if you are planning a visit to or near Geneva do think about visiting the HMEI office, where our members are, naturally, always welcome.

The 1st Qatar international expo on meteorological techniques (QIMTech)

At the QIMTech Exhibition held in Doha in Qatar, 15 - 18 March 2005, HMEI member companies exhibiting, included:
Hydrometeorological Instruments & Facilities, DRS Weather Systems The Republic Group, and AMS-Gematronik GmbH.

HMEI Councilor, Mike Ueltzen and Dyrk Peters from Hydrometeorological Instruments & Facilities, joined forces to promote the Association of HMEI to the 23 Arab Countries' Met Directors, who attended the meeting and exhibition.

Report on the ASAP Programme at the JCOMM Ship Observations Team, third Session

The Joint WMO/IOC Commission for Oceanography and Marine Meteorology (JCOMM) Ship Observations Team, Third Session (SOT- III), was held on 7-12 March 2005, in Brest, France.
The
Automated Shipboard Aerological Programme (ASAP) Panel 15th session was part of this JCOMM session. Rémy Pepin from Modem represented HMEI at the ASAP session.
